what is best used to make HHO stainles or alumminum is it best to use baking soad?

the last one i made I used 316 stainless was making a fair amount of bubbles I add baking soda and the amp draw went off the chart yet made a lot more fumes. It also made more foam too. just looking for any advise, thanks Ben

You can't make HHO, there is no such thing according to any *credible* science — this is just the claim of scammers and bad science (BS) artists.
What you *can* make is a mixture of hydrogen and oxygen gases in the ratio of 2:1. This mixture of 2(H2) and O2 has no magical properties and the whole electrolysis process (with either aluminum or stainless steel electrodes) is rather inefficient.
You'd be much better to use platinum, palladium or some other metal for this purpose - but you still won't see any monatomic (nascent) hydrogen or oxygen coming out of it.
